A38 Derby Junctions - Statutory Consultation

Overview

We are holding a consultation on our proposals for the design of the A38 Derby Junctions scheme. 

This statutory consultation, being held in accordance with the Planning Act 2008, follows on from a previous non-statutory consultation on the scheme options in 2015 and our selection of the preferred route which we announced on 31st January 2018.

This consultation is your opportunity to express your views on the design of the proposed scheme in advance of our application for a Development Consent Order (DCO). A DCO is a type of planning application, which is needed for a Nationally Significant Infrastructure Project (NSIP).

Following the submission of the DCO application, the Planning Inspectorate will hold a public examination of the application before making a recomendation to the Secretary of State for Transport who will decide whether or not the project scheme should go ahead.

Businesses, local authorities, public bodies, road users and the communities and neighboring areas can play an important part in the development of the scheme design.

Your feedback is therefore essential to this consultation as it will enable us to improve the scheme before we start the planning process.

About the scheme

The A38 is an important route from Birmingham to Derby and through to the M1 at junction 28. Where it passes through Derby, long distance traffic interacts with a large volume of vehicles making local journeys.

These interactions create congestion and delays at the following 3 existing roundabout junctions to the west and north of Derby city centre:

•  A38/A5111 Kingsway roundabout;
   
•  A38/A52 Markeaton roundabout; and
   
•  A38/A61 Little Eaton roundabout.

After delivering improvement schemes at Little Eaton and Markeaton roundabouts in 2014/2015, to reduce congestion in the short term, we have been developing longer term plans to resolve the traffic problems more permanently.

The specific objectives of the A38 Derby Junctions scheme are to:

• reduce congestion and improve the reliability of journey times between Birmingham, Derby and the M1;
   
• help facilitate regional development and growth in Derby City and its surrounding areas;
   
• improve safety for all road users, and for those people living near the junctions; and
   
• connect people by maintaining facilities (e.g. crossings, ramps etc) or providing new facilities.

We expect to meet these objectives by separating local and long distance traffic.

Specifically as part of the proposed scheme we will:

• lower the A38 to pass underneath modified Kingsway and Markeaton junctions;
   
• widen the A38 to 3 lanes in each direction between the Kingsway and Kedleston Road junctions; and
   
• build 2 new bridges to carry A38 traffic over a modified roundabout at the Little Eaton junction.
